in oakland. three people were killed in two separate incidents. a double shooting and a stabbing. alex savidge is live on walnut street where a woman was killed a few hours ago. >> this is still an active crime scene for oakland police. what they found here this morning was a woman that was stabbed to death. it's all playing out. the crime scene located inside this apartment building that is up the road here from us on the right hand side. you can see at least one squad car is parked outside. we want to show you video we shot in the last half hour. woman's body was found inside the second floor unit. this all began according to a sergeant when a neighborhood called 911 around 2:30 this morning. officers arrived and found a woman with multiple stab wounds. she eventually died here on scene. police have taken a man into custody who may have been responsible for the killings but at this point the sergeant tells me the motive for this stabbing remains unclear. meantime on the other side of the city oakland police are piecing together a shooting that left two people dead. the gunfire in tha

's an odd new trend on the streets of oakland. when it comes to traffic stops, police there just don't make them like they used to. cbs 5 reporter joe vazquez explains why the numbers are down so much. >> reporter: as we drove the streets of oakland this afternoon the only police cars we saw were parked at the oakmont police substation. truth is site of a cop pulling over a car is more rare. the number of police stops in oakland is down some 75% from a few years ago. that's according to numbers obtained by the "chronicle" which shows oakland police made about 68,000 stops in 2008 and 2009. in 2010, the number went down to 49,000. in 2011, another huge drop to about 25,000. and by the end of this year, the projected number of police stops in oakland will be 15,733. police cite factors including layoffs which reduced the police force by 25%, cops running from one 911 call to another making it harder to make stops in between. also, special investigative and traffic teams have been disbanded including the motorcycle squads. >> just the motorcycle squads alone would be responsible for an average

eyewitness news in high definition. >>> breaking news in oakland four people have been shot all within a couple blocks of one another. cbs 5 reporter christin ayers is there. chris christin. >> that's correct we have a massive scene out here along sixth street. a long scene. you can see multiple cruisers. this area encompassing about six blocks where we're being told shootings happened and multiple people involved in the shootings. multiple victims from what we're hearing right now. four people shot. one person according to authorities is in critical condition at this moment. we don't know the conditions of the other four currently. and information just coming in at this moment. i talked to a couple neighbors in this area that heard the gunfire a short time ago before we arrived on scene. they described hearing maybe a dozen shots and coming out and seeing people laying in the street. we're hearing four victim so far in this east oakland neighborhoods. a very large presence in east oakland. no word on whether authorities have been able to track down the shooters. christin ayers cbs 5.

, the oakland police department has for the past decade been under court order to make reforms. it stems from a high-profile misconduct lawsuit involving a group of cops known as the riders. now city leaders are hoping a last-minute tentative deal will avoid a federal takeover of the department. matthai kuruvila, i know you've been covering this story. what are the details of this settlement and what does it mean for the department? >> well, what this agreement involves is an agreement between the police union, the city and professors attorneys who filed this original civil rights lawsuit. what they've decided on is creating a compliance director. now, this would be a quasi mayor of oakland in a sense in that he gets to -- he or she would have the power to fire the police chief with the court approval. they would have the power to direct the city administrators. those are two things currently only the mayor has. it's limited in scope in that it would only effect the reform tasks that are incomplete for the police department. the city had been very concerned that this potential receiver, or fe

a developing story we have three people dead overnight in oakland. first there is a double shooting and that happened on this location on the 8800 block of main street in west oakland. that happened around 1 this morning. there around 230 there is a fatal stabbing of the 550 blocks of walnut street. police are still investigating right now and will traiwill tran is jg us live on the scene. >> the police have been here for about five hours now talking to witnesses and collecting evidence. they're now in the process of removing the 2 million men who were killed here. i spoke with someone who looked out the window and saw at least two rounds fired at the man. before they left they fired more shots at the bodies. at this point we do not have the names of the victims or the motive at this point. i got here shortly before 5:00 in the morning and a handful of police of ulcers were here and now we're seeing more and more officers on the scene. we're on the verge of breaking this case. there's still cameras in the area while it is fresh in seeing that they did talk to any more witnesses. unf

francisco and about 60 in oakland. that's a look at weather. gianna, how's traffic? >> it's not too bad. we are starting to see a few break lights at the altamont pass westbound 580. eastbound 580 there is still roadwork in effect north greenville to north flynn at least one lane closed until with 11:00 today so expect delays on the eastbound side, as well. eastbound highway 4 at loveridge wrapping up in the next few minutes. right now all lanes still shut down for roadwork through there and better news along 101. we had three lanes completely shut down northbound near 92. that's now been cleared. we should get back up to speed within the next few minutes. accident blocking one lane still very early no delays as you work your way through there westbound 80 clear and in fact the eastshore freeway commute looks good. mass transit on time. bart under way with no delays. bart, ace, muni, caltrain and your ferries all no delays. there are street closures near folsom and essex. we are learning that the essex street ramp to the eastbound bay bridge connector is shut down. so we'll let you though w
